The NET top-level domain was created to hold Internet "infrastructure" machines (routers, gateways, nameservers etc.) and the computers of related organizations (NICs, NOCs, etc.) see the description below for top-level domains from RFC-1591. Does your intended use of subject domain fit within these guidelines? NET is not intended to be a domain for end-users. Provision of web page, database, email or consulting services does not qualify an organization for registration in the NET domain. Neither do the words "net" or "network" in the organization name. If a desired name is taken in COM, this does not automatically qualify an organization for registration in the NET domain.
